Since January 2006 Befair has held a licence under Tasmanian law to operate a betting exchangeby which bets may be laid on a horse or a team losing as well as winning. Customers from all over Australia can place bets by telephone or internet. Betfair matches bets from customers withopposing bets from other customers. Between 28 August 2006 and 24 January 2007 Mr Ercegwho lived in WA used the internet to place bets with Betfair on horse and greyhound races andother sporting events in WA and elsewhere. Provisions of WA's Betting and Racing Legislation Amendment Act which came into effect on 29 January 2007 made betting with a betting exchange an offence… In all other States Betfair was authorised to conduct its operations by its being licensed in one State (Tasmania). Betfair and Mr Erceg with the support of Tasmania began proceedings in the High Court to challenge the validity of the WA amendments which they claimed were contrary to section 92 of the Constitution which provides that trade commerce and intercourse among the States shall be absolutely free. In particular Betfair and Mr Erceg challenged two provisions introduced into the Betting Control Act. Section 24(1aa) stated that a person who bets through a betting exchange commits an offence attracting a penalty of $10000 or two years' imprisonment or both. Section 27D(1) provided that publishing or making available a WA race field without approval attracted a fine of $5000. As at 26 ctober 2007 of the 115 applications to use WA race fields 110 had been approved four awaited determination and only one – Betfair – had been refused. The Court unanimously upheld the challenge to the validity of the legislation.
Mini-Y2K fears over daylight saving change
The Age – Mar 27, 2008
From this year on daylight saving in NSW Victoria ACTTasmania and South Australia will end a week later than usual onthe first Sunday in April and with the exception of Tasmaniarecommence three weeks earlier on the first Sunday in ctober. The change was intended to harmonise daylight saving datesacross the country and give Australians more daylight hours whichin turn benefits the environment by reducing evening electricityuse. Many electronic devices with internal clocks are set to adjustautomatically for daylight saving but as a result of the recentdate changes the adjustments this year will be incorrect. The fallout for regular consumers could include missed meetingsor appointments but corporations face bigger headaches as theirinternal servers fleets of BlackBerry devices and automatedsystems such as payroll stock trading and manufacturing areoperating under the old daylight saving regime. Clocks must therefore be adjusted manually or via softwareupdates from the device makers.

Raw eggs and bugs

And they suspect a further 35 people fell ill after eating homemade fried ice cream at a party in Wagga Wagga. The ice cream was prepared with a raw egg batter. There have been recent outbreaks in Tasmania too. Tasmania’s Public and Environmental Health Service says that 150 people developed acute gastroenteritis at catered functions and in restaurants in Hobart after eating a tartare sauce made of raw egg contaminated with Salmonella bacteria. Eight cases were serious enough to be admitted to hospital. What is it about eggs?Raw foods in general carry an increased level of risk of Salmonella and other food-borne infections compared to cooked foods. But raw animal products are particularly susceptible to contamination with bacteria because of their high protein and fat content on which bacteria thrive.
